안전하려면 거주 가능성이 있거나 총이 움직일 가능성이 있는, 활동하려는 주의 냥꾼 라이센스를 모조리 습득하라-

냥꾼 라이센스는 비 이민지가 총을 소유할 수 있는 필요 최소한의 조건이다-돈을 쓰고 안전을 확보하라. 

ATF 아저씨들이 이놈하면 많이, 굉장히 많이 곤란해진다. 그냥 경찰하고 이야기 할 상황에도 곤란해질 가능성이 아주 높다.

출입국 관리 사무소에서 입국 심사 시에도 문제가 발생할 일말의 가능성이 있다.

공권력과 문제가 생길 가능성에 대한 최선의 안전장치를 반드시 확보한다.

결론- 피할수 있는, 억제할수 있는 위험은 미리 회피하고 억제하라"

라는 결론을 내렸습니다.

그래서 이러저러한 문의사항을 정리해서... ATF - 아틀란타 브렌치 오피스의 이메일 창구에 메일을 보냈습니다. 

매일의 내용은 이렇습니다.

I have successfully obtained a valid Georgia Hunting License issued by the Georgia Department of Natural Resources (DNR).

Acquisition and Possession in Georgia: Does my valid E-2 visa, combined with my valid Georgia Hunting License, satisfy the exception under 18 U.S.C. § 922(y)(2), thereby permitting me to lawfully purchase (from an FFL) and possess firearms within the state of Georgia?

Interstate Transport for Lawful Hunting: If I plan to hunt in another state (for example, Tennessee), am I correct in my understanding that I must first obtain a valid hunting license from that specific state (i.e., Tennessee) before I can legally transport my firearms into that state?

Role of a Georgia WCL (Weapons Carry License): I am also considering applying for a Georgia Weapons Carry License (WCL). Could you please clarify the scope of a WCL for a non-immigrant alien?

Does a WCL (issued by Georgia) in any way alter or supersede the federal requirement of holding a valid hunting license for the purpose of possession?

Specifically, would a Georgia WCL authorize me to possess firearms in another state (e.g., Tennessee) without also holding a valid hunting license from Tennessee?

Lawful Storage (Out-of-Country Travel): I understand that if I travel outside the United States, I am prohibited from taking firearms with me and must ensure they are lawfully stored, for example, by transferring them to the custody of a Federal Firearms Licensee (FFL) for the duration of my travel. Is this understanding correct?

Other Obligations: Are there any other specific federal restrictions, obligations, or responsibilities that I, as an E-2 visa holder, must be aware of regarding the purchase, possession, transport, and use of firearms that I have not mentioned?

한참을 고민했고, 그 고민의 결론으로 한계선을 명확하게 인식하고 작성하는걸로 방향을 정했습니다. 

구매할 총기의 종류는 저 세가지로 스스로 제한했고,  신원조회화 요구되는 문서의 제출에 대한 부분은 먼저 인지하고 있던 부분이고,

정신건강이나 법적인 배경을 원인으로 하는 잠재적 문제는 문제 없음이 확인된 부분이고, 출국전 보관 절차 부분은 FFL업체와 확인 하고 보관 절차를 밟고 움직일 부분이고,

WCL은 행정적 편의가 일부 발생할 뿐, 총기를 휴대한 상황에서 단 하루라도 거류 가능성이 있는곳은 무조건 사냥 면허를 발급받는것을-그것이 합법임을 전재로 하였습지요.

간만에 머리 쓸라니까 진땀 뺐습니다. 

질의서 초안 작성-검토하고, 내용 추가할 부분 추가하고, 뺄 부분 빼서 완성하고, 해당 질의서에 사용할 단어의 영어 문서 작성에 있어서 적합한 표현 찾고,

그 표현 반영해서 번역하고, 그 번역한 서류 다시 검토하고......

ATF에 공식적으로 법령의 해석과 적용에 질의를 남겼고, 이 질의서의 긍정적인 내용의 답신은 저 혼자인 상황에서 경찰이나 이러저러 공권력과 문제가 발생했을때

나름의 역활을 하길 기대할수 있을것으로 예상합니다. 

부정적인 내용이 온다면.... 뭐.... 일단 한번 크게 웃고, 다시 고민해 봐야죠. ㅎㅎㅎㅎ

뭐 아예 총 만질 생각은 꿈에도 말라는 말은 안하지 싶은 판단이거든요. ㅎ

질의의 답신은 그냥 Yes/No로 끝나는 간단한 문의가 아닌탓에 최소 한달 이상, 길게는 한분기 정도의 시간이 소요 될것으로 예상하는 상황 입니다.

아직 뻘짓은 끝나지 않았습니다. ㅎㅎㅎㅎㅎㅎ
